The President of Ukraine, Volodymyr Zelenskyi, said that the reorientation of the Russian army towards strikes on logistics is now being recorded. He announced this after a meeting on the situation in the regions of Ukraine and reconstruction works.

According to him, there were no strikes on energy facilities last night, but energy infrastructure was damaged in several regions yesterday afternoon.

The president noted that Russian drone strikes on ordinary buildings in cities also continue.

“A ballistic missile was also used against Kharkiv Oblast – warehouses of ordinary civilian production were damaged, and this is an American company. In Zaporizhzhia, “martyrs” hit one of the districts of the city. FPV drone strikes continue almost around the clock in Kherson, in the cities of Dnipropetrovsk region, and most of all in Nikopol. The situation is difficult in the border regions of Chernihiv Oblast, Sumy Oblast, and Kharkiv Oblast,” he wrote in a telegram.

Zelenskyi said that the meeting also separately considered the situation in Cherkasy region – “much more needs to be done to guarantee people’s basic needs, and especially for houses with electric heating.”

It was written on social networks that the Russian army began to massively attack logistics, in particular in the Dnipropetrovsk region.

After the last massive attacks by the Russian Federation, the energy system of Ukraine is under a state of emergency, the most difficult situation is in Kyiv and the Kyiv region. The mayor of the city, Vitaliy Klitschko, reported that as of January 30, 378 high-rise buildings were still without heat – out of almost six thousand, in which heating disappeared as a result of the Russian attack on the capital’s critical infrastructure on January 24.

According to the city authorities, most of these houses were twice restored or tried to restore heating after the previous mass shelling on January 9 and 20.

Since the beginning of the full-scale invasion in February 2022, Russia has been striking Ukraine’s energy infrastructure. Since the beginning of the fall of 2025, Russian forces have intensified their attacks on the Ukrainian energy sector.

The Security Service of Ukraine qualifies Russia’s strikes on Ukrainian energy infrastructure as crimes against humanity. The SBU previously noted that since the beginning of this year’s heating season, it has documented at least 256 air attacks by the Russian Federation on energy facilities and heat supply systems of Ukraine.
