Details: According to the executive order, Cuba poses an extraordinary threat to US national security because of its alliances with “numerous hostile countries, transnational terrorist groups and malicious actors” including Russia, China, Iran, Hamas and Hezbollah.

According to Trump, Cuba hosts dangerous adversaries of the United States and allows them to deploy military forces on its territory that threaten the United States.
“Cuba is home to Russia’s largest foreign electronic intelligence facility, which is trying to steal confidential information about the national security of the United States. Cuba continues to develop deep intelligence and defense cooperation with the PRC,” the decree reads.
Because of this, the US is introducing secondary tariffs – tariffs on the goods of those countries that directly or indirectly sell or supply oil to Cuba.
Decisions on the application of tariffs will be made after the appropriate findings of the Secretary of Commerce and the US Secretary of State.
