Details: The new rules, which take effect on February 26, prohibit funding of any organizations working in the fields of family planning, gender identity or diversity (DEI). About $30 billion worth of international aid is subject to restrictions, and not only foreign, but also American non-governmental organizations (NGOs) are under surveillance.

Under the new rules, NGOs are prohibited from using even their own funds or funds from non-US donors for what the administration considers “radical ideology.”
“Programs based on the promotion of ideas that divide society, globalism and other radical ideologies have no place in our new architecture of foreign aid,” the State Department documents state.
The State Department ordered its diplomatic missions to create special groups (tiger teams) for a total inspection of all existing projects and identification of organizations that may refuse to comply with the new rules.
The move has sparked outrage from humanitarian groups, who see it as yet another blow to the struggling sector and a move that effectively silences civil society in developing countries.
Crystal Downing, International Crisis Group’s gender project director, called the decision “an attempt at global social engineering” and part of a “scorched earth” strategy.
“This will affect access to safe spaces for victims of gender-based violence, efforts to represent women in peace initiatives, and many other areas of work,” Downing emphasized.
