UN Secretary General António Guterres clearly rejected Russia’s attempts to justify the occupation of Crimea and Donbas with the right of peoples to self-determination. According to him, the principle of territorial integrity of Ukraine prevails in this situation. Guterres said this at a press conference, answering a question from a Russian journalist. He emphasized that the UN is guided by two main principles: territorial integrity of states and self-determination of peoples.
“However, the principle of self-determination is possible only under certain conditions,” explained the Secretary General, referring to the conclusions of the UN Department of Legal Affairs. “We came to the conclusion that self-determination cannot be applied to Crimea and Donbas, so the territorial integrity of Ukraine prevails.”
Guterres emphasized that international law leaves the integrity of state borders indisputable. This means that attempts by the Russian Federation to use the principle of self-determination to legalize the occupation of Ukrainian territories are legally unfounded. “Territorial integrity is a fundamental principle that protects the sovereignty of countries. In the case of Ukraine, it stands above any attempts at manipulation,” he summarized.
