Minister of Foreign Affairs of Ukraine Andrii Sybiga spoke at the EU Council on Foreign Affairs and told European colleagues about the situation at the front and Ukraine’s urgent needs. He emphasized that the war in Ukraine today decides the fate of Europe, and called on allies not to reduce pressure on Russia, reports the press service of the Ministry of Foreign Affairs.

Sybiga emphasized that Russia has not achieved any breakthrough on the front, and its losses continue to increase. “Ukraine’s goal is to reach the level of 50,000 Russian casualties per month. When they lose more than they can gain, it will force Putin to reconsider his plans,” the minister said.

He emphasized that Ukraine strives to achieve parity in weapons and capabilities at the front and noted: “We will buy time for you – this is a bitter truth. It is better to stop Russia in Ukraine now.”

Sibiga also called for strategic autonomy for Europe in matters of armaments and security. He especially noted the importance of the PURL program, which strengthens Ukrainian air defense and protects critical infrastructure from ballistic threats. The Minister emphasized the need to finance this program at the level of about 15 billion dollars per year. “PURL is the only tool that allows us to buy critical weapons from Americans. It is also important that the European SAFE initiative starts to bring results as soon as possible this year,” Sibiga said.

In the context of peace efforts, the minister announced the preparation of a new round of tripartite negotiations with the participation of Ukraine and the United States. “The President of Ukraine, Volodymyr Zelenskyi, is ready to meet with Putin to discuss the most sensitive issues, including territories and the ZNPP. The public reaction of the Kremlin once again showed that Putin does not want to stop aggression,” said Sybiga.

The minister called on the allies not to remove from the agenda the issue of frozen Russian assets, the blocking of the “shadow fleet” and the introduction of a strong 20th package of sanctions against the defense industry and the oil and gas sector of the Russian Federation. He also suggested following the example of the USA to introduce sanctions against Lukoil and Rosneft.

Sybiga thanked the EU for the decision to abandon Russian gas until 2027 and for the first ten million euros for the Special Tribunal. “Russia must pay. Sooner or later. She should feel this pressure now,” the minister noted. He separately noted the EU’s energy assistance and contributions to the stability of Ukraine within the framework of “Energy Ramstein” and thanked European societies for their solidarity.

“I am sure that our bitter experience at the level of each family and state will contribute to the stability of Europe. This is the war of the future,” Sybiga concluded, stressing that Ukraine’s membership in the EU will become a key element of the continent’s new security architecture. “The fate and peace of Europe are being decided in Ukraine today. And for a very high price,” he added.
