Hromadske analyzed what properties and assets families acquired during full-scale war deputies Yury Kisel, Yevhen Pyvovarov, Mykhailo Laba, Igor Negulevskyi, and Olga Savchenko, who were informed of the suspicion by NABU and SAP at the end of 2025.

Details: According to the investigation, they received bribes for voting in the Verkhovna Rada. The amounts ranged from 2 to 20 thousand dollars. The case file also states that these deputies voted for decisions related to the independence of NABU and SAP last summer.

Journalists reported that on January 1, 2026, the wife of People’s Deputy Yury Kisel handed over to her daughter Olga a house in the cottage town “Pearl of Italy” in the village of Ivankovichi near Kyiv.

Previously, President Volodymyr Zelenskyi lived in this building. In 2020, he sold the cottage along with the land. According to the latest estimate, the cost was almost 13.5 million hryvnias. Valentyna Kisel became the buyer. 12 days before the deal, she borrowed 5.4 million hryvnias from the then first assistant to the president Serhii Shefir.

In the declarations, the daughter appears as Olga Yurievna Kisiel. At the same time, she is recorded in the registers under another surname – Horulko. The woman replaced him after the divorce back in 2015.

So, formally, the property belongs to a person with a different surname, and not to the deputy’s daughter.

Lawyers indicate that the rewriting of assets after the announcement of suspicion may indicate an attempt to remove property from possible seizure.

“Such actions can be considered as evasion of a potential punishment. In court, they prove the fictitiousness of the deed and the intention to remove the property from seizure,” explains Pavlo Demchuk, senior legal advisor of Transparency International Ukraine.

In 2025, Olga Horulko purchased an apartment with an area of ​​106 square meters in the residential complex “Tetris Hall” in Kyiv. Prices there started at $4,500 per square meter. The market value of housing could reach about 480 thousand dollars. In the same month, she bought a parking space for 50-60 thousand dollars. The total cost is about 530 thousand dollars.

In addition, Horulko is a deputy of the Dnipropetrovsk Regional Council. She did not report significant changes in her property status. In the declaration, she also indicated an apartment in Kyiv of 205 square meters, two parking spaces and savings. The total amount is almost 800,000 dollars, 95,000 euros and another 70,000 dollars recorded for the 15-year-old son.

Her company “Rastro KR”, which manufactures concrete products, earned less than 13 million hryvnias in net profit in seven years. This is less than the cost of one apartment in Tetris Hall. There is no information about the profitability of her jewelry business in open sources.

Horulko works as her father’s assistant in the parliament. Serhiy Shefir’s son works there with her.

The deputy’s wife Valentina Kisiel owns 55% of the company “Biant” and the enterprise “Pylon”. Her income significantly exceeds her husband’s salary. The family did not respond to journalists’ inquiries.

Evgeny Pivovarov in the declaration indicates only 2 hectares of land and an apartment of 65 square meters. Most of the property is registered as a lease.

The deputy declares the BMW X4 used by his wife Yana. The car is rented from the company “Caps Food Systems”, half of which belongs to Pivovarov himself, the other to his sister.

Yana Pyvovarova rents an apartment in Uzhhorod from Ivan Shimon, the former deputy prosecutor of the region. Since 2023, she has had a FOP from Internet trade and declared 1.3 million hryvnias of income. At the same time, she publishes photos with luxury bags from Celine, Dior, Balmain and Louis Vuitton on social networks.

The main real estate of the family is registered to the deputy’s mother. In 2021-2023, she purchased three apartments in the elite residential complex of Kharkiv with a total cost of more than 300,000 dollars. The woman does not run a business.

In 2024, the deputy’s father bought a BMW X3 worth up to $54,000. The companies he manages have been making losses in recent years.

The court set a bail of 20 million hryvnias for Mykhailo Laba. Most of it was contributed by the company “Tap City Service”. The deputy himself denies the accusation.

In Laba’s declaration, only the house and five plots of land are indicated. At the same time, significant assets are concentrated in his children.

The 26-year-old daughter Valeriya Linchuk became a co-founder of the company “Fly Energy Ukraine” and bought a Mazda MX-30 within a week. In 2024, she also purchased two plots of land in the mountains of Transcarpathia.

Previously, she was involved in a road accident and has 11 proceedings for violating traffic rules.

The 31-year-old son of the deputy founded mining companies. He contributed more than 25.5 million hryvnias to the authorized capital of one of them. The company received an easement for 64 hectares of land. Part of the plots are used for mining. Journalists also point out that local media reported on deforestation.

Laba Jr. owns a house, four plots of land and an Audi Q7.

The deputy’s wife Victoria Laba owns three plots of land and at the end of 2025 purchased an Audi E-Tron worth at least $30,000.

Prehistory:

  • On the morning of December 27, NABU and SAP reported that according to the results of an undercover operation exposed an organized criminal groupwhich included current People’s Deputies of Ukraine. According to the investigation, members of the group systematically received illegal benefits for voting in the Verkhovna Rada of Ukraine.
  • Prosecutors of the SAP have handed suspicion to five People’s Deputies of Ukraine, who ensured receiving bribes for “necessary” voting in the Verkhovna Rada. The sums of bribes were 2-20 thousand dollars.
  • According to UP sources, suspicions already received people’s deputies from “Servants of the People” Evgeny Pivovarov, Ihor Negulevskyi, Olga Savchenko and Yuriy Kisiel.
