More than 40 public organizations, media and public figures appealed to the Prosecutor General Ruslan Kravchenko with a demand to cancel the order on the inclusion of lawyer Oleksiy Shevchuk in the competitive commission that will select candidates for vacant administrative positions in the Specialized Anti-Corruption Prosecutor’s Office.

Literally:We, the undersigned representatives of public organizations and the public, are contacting the Prosecutor General regarding the decision to include attorney Oleksiy Shevchuk in the Competition Commission, which will select candidates for vacant administrative positions in the Specialized Anti-Corruption Prosecutor’s Office (hereinafter referred to as the Commission).

Yes, the National Association of Lawyers of Ukraine reportedthat Order No. 405 dated December 23, 2025 determined the composition of the Competition Commission, to which Oleksiy Shevchuk was included by a direct decision of the Prosecutor General.

A number of public organizations and activists have already called on the Prosecutor General to cancel the order regarding the appointment of Shevchuk to the Commission. However, the Prosecutor General has not yet responded to any of these public appeals.”

Details: The signatories cite a number of facts that, in their opinion, cast doubt on Shevchuk’s compliance with these criteria.

In particular, they mention that Shevchuk appeared in journalistic investigations regarding the transfer abroad of more than 200 men of draft age through the “Path” system, for which the National Police opened criminal proceedings.

The statement also states that he was repeatedly deprived or suspended of the right to practice as a lawyer due to gross violations of lawyer ethics, in particular, for publicly insulting colleagues and veterans.

His support for the “dictatorial laws of January 16” and his work on the TV channel associated with Viktor Medvedchuk are mentioned separately.

In addition, in 2023, the Ethics Council established Shevchuk’s non-compliance with the criteria of professional ethics and integrity, in particular due to doubts about the origin of funds for the construction of real estate and the use of documents that could be misleading.

In the appeal, the signatories demand that the Prosecutor General cancel the order regarding the appointment of Oleksiy Shevchuk and bring the composition of the competition commission into compliance with the requirements of the law.

The statement was signed by more than 40 public organizations, initiatives and media, including the Anti-Corruption Center, Transparency International Ukraine, CHESNO Movement, Bihus.Info, NGL.media, Slidstvo.Info, Chetverta vlada, as well as a number of public figures and military personnel.

What preceded:

  • January 22 The anti-corruption center drew attention to the appointment of lawyer Oleksiy Shevchuk to the commission for selecting candidates for top positions in the Specialized Anti-Corruption Prosecutor’s Office.
  • Shevchuk himself stated that a defamation campaign was launched against him, and he plans to sue the “slanderers” for their actions.
  • The Prosecutor General’s Office explained that Oleksiy Shevchuk got to the commission for the selection of the SAP leadership after passing an interview at the Council of Prosecutors and due to a lack of other candidates.
  • It was noted there that documents from four people were received by the Council of Prosecutors of Ukraine within the deadline set by the law: three representatives of the prosecutor’s community and one lawyer (Shevchuk -ed.). Other persons: lawyers, public figures, experts did not express their desire to participate in the selection and did not submit documents, the OGP emphasizes.

For reference: It is being formed in Ukraine tothe selection committee, which will determine candidates for key management positions in SAP. The same commission will later elect a new head of the SAP after the expiration of Oleksandr Klymenko’s term in office.

This commission should consist of 6 people: three – from the Council of Prosecutors, another – based on the proposals of international partners. The final composition of the commission must be approved Mrgeneral prosecutor.

So far, the Council of Prosecutors has not been able to recruit a full team – for consideration Mronly two candidates from the number of prosecutors were submitted to the prosecutor.
