The minister noted that the key element of the plan is a 20-point document, which provides for the signing of an agreement between Ukraine and the USA, as well as the presence of Russia in the negotiations under the control of Washington.
“If we talk purely about this 20-point framework, it is currently a bilateral document that will be signed by the USA and Ukraine. Well, with Russia – the USA must sign. As of now, just such a construction is being discussed, but negotiations are still ongoing, this is a process,” the minister explained.
This emphasizes the importance of international support for Ukraine in the context of peace efforts.
An important element is also the possibility of ratification of the guarantees, in particular in the US Congress, which should give them legal force.
A separate component of the future security architecture is the presence of foreign troops in Ukraine, but without the participation of the American contingent.
“Yes, there will be no American ones,” Sibyga said.
Sybiga emphasized the need for legally binding security guarantees for Ukraine, which, unlike political promises, can be ratified by the US Congress. It is also planned to involve foreign troops to ensure security, but without the participation of the American contingent.
Another fundamental element of peace agreements should be a package of deterrence of Russia, in particular through the development of Ukrainian capabilities in the field of air defense and long-range weapons.
In addition, Sybiga emphasized that Ukraine’s membership in the European Union is considered as part of the system of security guarantees.
Also, Sybiga confirmed the bilateral meetings with the Russian Federation at the talks in Abu Dhabi.
