“If we talk purely about this 20-point framework, then it is currently a bilateral document that the USA and Ukraine will sign. And with Russia, the USA must sign. As of now, this is the structure being discussed, but the negotiations are still ongoing, this is a process,” the minister said.
As for the participation of the Europeans in the approval of the “peace documents”, according to Sybiga, the European side is “present in the peace process and in the agreements on security guarantees”.
“By the way, it is important that for the first time it is about the term “security guarantees” and not “assurance” or something similar,” added the head of the Ministry of Foreign Affairs.
He emphasized that security guarantees should be legally binding. “Therefore, it is important that there is agreement on the need to ratify the guarantees – in particular, their ratification in the US Congress,” Sibiga noted.
Sybiga also says that there has been a qualitative change in the negotiations with the Russian Federation, and the Russians are no longer giving pseudo-historical lectures.
In addition, Sybiga announced the readiness of President Zelensky for a personal meeting with Putin to resolve the two most important issues within the framework of peace negotiations.
