The Prosecutor General’s Office says that lawyer Oleksiy Shevchuk got into the commission for selecting candidates for top positions in the Specialized Anti-Corruption Prosecutor’s Office because he passed the appropriate interview at the Council of Prosecutors and due to the lack of other applicants.

Details: Within the deadline set by the law, the Council of Prosecutors of Ukraine received documents from four people: three representatives of the prosecutor’s community and one lawyer (Shevchuk -ed.).

Other persons: lawyers, public figures, experts did not express their desire to participate in the selection and did not submit documents, the OGP emphasizes.

According to the results of the processing of the submitted documents, no circumstances were established that would prevent the participation of persons in the selection in accordance with the law. All four candidates were allowed to participate in the selection and passed the relevant interviews.

On December 9, 2025, at its meeting, the Council of Prosecutors considered the submitted documents and decided to propose to Prosecutor General Ruslan Kravchenko the appointment of three employees of the prosecutor’s office to the competitive commission. The corresponding decision was published on the website of the Council of Prosecutors of Ukraine on the same day.

At the same time, in the future, one of the proposed candidates filed an application to exclude him from the list of candidates at his own request. On December 18, the Council of Prosecutors of Ukraine satisfied this application and informed about the said decision of Kravchenko.

In view of the insufficient number of candidates proposed by the Council of Prosecutors of Ukraine, and in order to timely fulfill the requirements of the fourth paragraph of the third part of Article 29-1 of the Law of Ukraine “On the Prosecutor’s Office”, the Prosecutor General appointed lawyer Shevchuk as a member of the competition commission (the only candidate who remained among the persons who participated in the competition and met the requirements of the law.

And the OGP reminds that the tender commission is authoritative, provided that it is approved in its entirety. Currently, the full composition of the commission has not been formed, as three candidates from international and foreign organizations have not yet been identified, which should be proposed in accordance with the decision of the Cabinet of Ministers of Ukraine.

Regarding the possibility of changing the composition of the competition commission, which will elect top positions to the Specialized Anti-Corruption Prosecutor’s Office, the OGP reminds that in accordance with the third part of Article 29-1 of the Law of Ukraine “On the Prosecutor’s Office”, the powers of a member of the competition commission may be prematurely terminated only in the case of:

  • submission of a personal statement on the termination of powers;
  • impossibility to participate in meetings due to health conditions for more than one month;
  • submission by the tender commission of a proposal for the early termination of the powers of its member in the cases provided for by the regulations of the commission;
  • entry into legal force of a guilty verdict of the court;
  • recognition of a person as incapacitated or missing;
  • death

Only in the presence of one of the above reasons, the general prosecutor makes a decision on the early termination of the powers of a member of the competition commission and appoints another member in accordance with the procedure established by law.
