To many people in the US and abroad, Trump’s foreign policy seems inconsistent, even irrational.

But as American political scientists Stacey Goddard and Abraham L. Newman explained in a column for The New York Times, that’s because “people are looking at it through the wrong historical lens.” Political scientists consider Trump’s approach a “neo-royalist international policy” that dates back to the 16th century.

That is why Trump uses foreign policy as a tool for “directing money and status to himself and his closest associates.” They write that national interests are overshadowed by the interests of elites, and Trump is ready to conspire with rivals to “advance the narrow interests of his court.” They warned that if other countries do not act quickly to curb Trump’s impulses, they will contribute to “the creation of a global order based on extortion and domination”.

“The American foreign policy elite has turned from a group of bureaucrats into a royal family, such as the Tudors or the Habsburgs. Foreign policy is shaped in the hands of a court clique – a small exclusive network. Some of them are part of Trump’s cabinet, such as Marco Rubio, who is at the same time secretary of state, interim national security adviser, acting chief archivist and possibly the vice king of Venezuela,” the authors wrote.

They added that Trump’s clique consists of members of his family and individuals who have donated to his 2024 campaign (such as Elon Musk and Paul Singer, the billionaire founder and co-chairman of hedge fund Elliott Investment Management). It also includes Trump’s colleague, real estate mogul Steve Witkoff, and the president’s son-in-law, Jared Kushner.

Trump’s trade policy follows a similar scenario. The authors emphasized that while the tariffs did not lead to a revival of U.S. manufacturing jobs, they became a ready tool for collecting tithes from countries and companies.

They reminded that private companies also pay tribute to the king. For example, Apple CEO Tim Cook presented Trump with a gold plaque and donated funds for the construction of his planned ballroom. At the same time, the job-sharing system has paid off for members of the Trump family, whose personal wealth has reportedly increased by at least $4 billion since the election.

“As in all royal families, the goal is not only money, but also status. Trump believes that the perception of power means real power. Some quickly adapted to this game. It is no coincidence that when he arrived on a state visit to South Korea, the government presented him with a golden crown, and King Charles of Great Britain offered a royal visit surrounded by splendor and technological titans,” the article says.

The authors conclude that the world can hope in vain that after the return of the rules-based world, Trump will begin to position himself as the “Emperor of the Habsburgs”. They call it a “dangerous bet” and believe that the more “foreign public and private leaders appease Trump, the more this behavior becomes the norm of international politics.”
