The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP) have officially sent documents to Interpol to announce the wanted status of businessmen Timur Mindych and Oleksandr Zukerman.
In an interview with Ukrinform on January 26, 2026, the head of the SAP Oleksandr Klymenko confirmed this step, clarifying that the so-called red card, which can operate in a hidden mode, is currently expected to be issued. Both figures are considered key members of a criminal organization that specialized in corruption schemes in the country’s strategic energy sector.
The case, named the Midas operation, concerns the large-scale embezzlement of state funds through a system of kickbacks in the amount of 10–15% of the value of JSC NAEK Energoatom contracts. According to the investigation, Timur Mindich (code name Carlson) and Oleksandr Zukerman (Sugarman) left Ukraine back in November 2025, just a few hours before the start of large-scale searches. Earlier, President Volodymyr Zelenskyi implemented the NSDC decision on personal sanctions against these individuals, which include the complete blocking of assets, in particular Mindich’s 50% stake in Kvartal-95 LLC.
