“We will not pay anyone less than 6,000. For people in the solidarity system. For a large layer of state employees, those who have worked for a long time in jobs where the state does not pay high salaries, they will receive an increase. This significant number of people is a third of pensioners,” Ulyutin said.
As for the terms, the official noted that the relevant draft law should now be finalized in the ministry. After that, it will be approved by the Cabinet and partners.
According to Ulyutin, increasing pensions is necessary for the state and will be economically beneficial for the budget.
“Without reform, we will still come to a certain collapse of the social system. If a person receives a pension of 4 thousand hryvnias, it is guaranteed that he will become a consumer of additional social payments – subsidies, etc. And these payments in fact draw more or the same amount of resources in the resource complex as he should have been paid in the form of a more or less accepted pension,” the minister believes.
The government official noted that if a pensioner receives 6,000 hryvnias instead of 4,000, such a payment will be able to provide him with a different quality of life, the opportunity to receive medicines and reduce the need for subsidies. There is money to increase pensions in Ukraine, assured Ulyutin.
“Today, the Pension Fund has ceased to be in deficit, based on several reasons. The first is extremely high contributions from military personnel. Their financial support is high, which is why the EUV payments are high. We have a significant resource to pay the pension at the same level without the additional need to inject funds from the state budget,” the minister concluded.
According to the Pension Fund, from January 1, 2026, the minimum age pension for non-working pensioners with full insurance experience is UAH 2,595.
