In Vinnytsia, law enforcement officers exposed a group that promised men “protection” from mobilization for money. Under the guise of a patriotic public organization, its members interfered with the work of military committees, threatened officials and used force. The suspects acted under the guise of a public organization with the famous name “Volunteer Battalion named after Ivan Bohun”. They actively positioned themselves as volunteers and patriots, but in reality they offered a very specific “service” – avoiding mobilization for $2,000.
The scheme was started by two local activists who were previously associated with the veterans’ environment. Later, three more accomplices joined them. Together, they quickly expanded the organization, attracting hundreds of people and creating the appearance of a mass social movement.
In practice, the promised “protection” looked different. When employees of the military commissariats or law enforcement officers conducted measures to record mobilization resources, so-called activists came to the place. They blocked the actions of officials, entered into conflicts with them, threatened and in some cases used physical force.
To cover their actions, members of the group used a car with the inscription “On the shield”, and sometimes even an ambulance. With such methods, they tried to create chaos and disrupt legitimate mobilization measures. The investigation recorded at least six such cases in just one month. Over time, the number of the organization grew to approximately 300 people, and its leaders began to create branches in the western regions of Ukraine.
The group’s activities were stopped by the joint efforts of the Vinnytsia Regional Prosecutor’s Office and the Office of the Security Service of Ukraine in the Vinnytsia Region. On January 23, law enforcement officers conducted about 40 searches of active participants in the scheme. During the searches, mobile phones, electronic media, documents, drafts, cash and vehicles used to block mobilization measures were seized. Five people were detained.

Detainees were informed of suspicion for threats and violence against law enforcement officers, as well as for obstructing the lawful activities of the Armed Forces of Ukraine and other military formations. It is about Part 4 of Art. 345 and Part 1 of Art. 114-1 of the Criminal Code of Ukraine. Prosecutors are currently preparing a petition to the court to choose a preventive measure in the form of detention without bail. If found guilty, the suspects face up to 14 years in prison.
