Direct speech von der Leyen: “Work on security and prosperity packages or aspects of the peace talks is also progressing well. As you know, the security guarantees that we discussed, among other things, at the meeting in Paris on January 6 have made good progress. And now we are waiting for Russia’s response.”

Details: As for the prosperity package, according to von der Leyen, the negotiators are “close to an agreement with the United States and Ukraine on a single prosperity system.”

Direct speech von der Leyen: “It looks like we can increase the prosperity of Ukraine once there is a ceasefire or peace. And let me share some of the details of this single document.”

Details: The President of the European Commission said that we are talking about “a single document that represents the collective vision of Ukrainians, Americans and Europe regarding the post-war future of Ukraine.” “It actually builds on the World Bank’s needs assessment work and offers an answer that is built around five different pillars,” von der Leyen detailed.

The first direction, she called it, is to increase productivity by carrying out business-friendly reforms and strengthening market competition. “The second direction is aimed at accelerating Ukraine’s integration into the EU single market through reforms in key sectors of the economy. The third direction is a significant increase in investments. And here the investment structure for Ukraine, part of the Ukraine facility, is already in place. We can use the structures that we have already built since the beginning of the war. Until now, this has been the EU’s main investment tool for the country, and it clearly produces results,” the president of the European Commission said.

The fourth direction, according to von der Leyen, concerns the strengthening of donor coordination, because “we need not only public funds, but also private investments.” “And here we also have a reliable and proven structure that already exists through the donor platform for Ukraine. This donor platform brings together the G7 countries, the European Commission, Ukraine and other partners. And finally, to complement all this for the sake of Ukraine’s prosperity, the fifth pillar is about fundamental reforms, which is a prerequisite. This means strengthening the rule of law, intensifying anti-corruption efforts and modernizing public administration, because this is how we can build trust and the trust of our partners and the trust of investors is paramount. So this agreement on the framework program for prosperity is a very important milestone,” she emphasized.

Von der Leyen stated that now the EU is “actively preparing the future of Ukraine as a modern sovereign and free country”. “This is a powerful signal to our brave neighbor and partner in a difficult time,” added the President of the European Commission.

In addition, von der Leyen reported that in light of Russian attacks on civilian and energy infrastructure, the EU is doubling its support to Ukraine.

Direct speech von der Leyen: “This week we are deploying 447 emergency generators, a total of 3.7 million, to restore power to hospitals, shelters and critical services.”

We will remind: It was reported that during the extraordinary meeting of the European Council on the evening of Thursday, January 22, issues of transatlantic relations, agreements with the President of the United States Donald Trump regarding the settlement of the situation around Greenland, his invitation of the EU to the Peace Council, as well as the peace settlement plan for Ukraine will be discussed.
