The Pechersk District Court of Kyiv released the former mayor of Odesa, Gennady Trukhanov, from 24-hour house arrest, changing the preventive measure to a personal bond.

Trukhanov’s lawyer Oleksandr Lysak informed Dumska about this.

The court made such a decision on January 21, 2026 in the case of official negligence that led to the tragic death of nine people during a natural disaster in Odesa on September 30, 2025. In addition to the cancellation of the arrest, the electronic bracelet was removed from the suspect, but the prosecutors have already announced their intention to challenge this mitigation in the appeal procedure.

Lysak confirmed the change in the status of a client, noting that a full session of the Court of Appeal did not take place due to the illness of one of the judges and the delay in the transfer of case materials. The case concerns the improper maintenance of drainage systems and the lack of public notification during floods.

At the same time, Gennadiy Trukhanov remains a participant in another proceeding, which is being considered by the Higher Anti-Corruption Court, regarding the illegal acquisition of the land of the territorial community and participation in a criminal organization. In that case, bail in the amount of more than 12 million hryvnias was previously made for Exmer.

Earlier, the Kyiv Court of Appeals left unchanged the preventive measure against the former mayor of Odesa, Gennady Trukhanov, in the case of official negligence, which caused the death of nine people.

The law enforcement officers announced suspicion against nine officials of the Odesa City Council and the utility company due to official negligence, which caused the death of people during the large-scale flood on September 30.

The President of Ukraine, Volodymyr Zelenskyi, announced the deprivation of citizenship of Odesa Mayor Hennadiy Trukhanov due to his Russian passport.
