In January 2026, the government of Ukraine began accepting applications from communities for financing the construction of shelters in kindergartens.
This was announced by Prime Minister Yulia Svyridenko in Telegram.
“Safety of education is one of our key priorities. For the first time this year, the government allocated UAH 1 billion from the state budget for the construction of shelters in kindergartens. At least 20 kindergartens will be built with these funds in various regions of Ukraine,” wrote Svyridenko.
She clarified that the Cabinet of Ministers has approved the procedure and conditions for granting the subsidy, and communities can apply for funding provided there are projects on the DREAM platform.
Applications will be accepted from January 20 to 26, inclusive, until 18:00. The distribution of funds will take place by the end of February, which will allow for prompt construction.
Subsidies can be received by:

preschool education institutions with a population of at least 100 pupils;

special kindergartens;
-
institutions, the only ones in the community, where the educational process is conducted face-to-face or mixed, or in the premises of which two or more kindergartens work at the same time.
In the Ministry of Education and Science reportedthat the prioritization of projects will be carried out taking into account coefficients taking into account the levels of security risk of communities: very high – coefficient 5; high – factor 3; for the rest – coefficient 1; for a preschool education institution, in which construction, reconstruction or capital repair has already begun – the coefficient is 4.
The conditions for obtaining a subvention include: the organization of the educational process remotely or in a mixed manner, the absence of damage from the war, the availability of design and estimate documentation and expertise, the absence or critical condition of shelters.
The use of funds is carried out on the principles of co-financing: from 5% to 30% of the amount – at the expense of local budgets, depending on the tax capacity of the territories.
