On January 16, 2026, a landmark public discussion organized by the National Association of Lobbyists of Ukraine, dedicated to the formation of a road map for changes to the electoral legislation in the post-war period, took place in the premises of IA “Ukrinform”.

Understanding the high responsibility to civil society, the National Association of Lobbyists of Ukraine initiated a series of open round tables that united a proactive community: People’s deputies, leading political scientists, sociologists, economists, scientists and lawyers.

The main result of the meeting was the urgent problems, challenges of the election process and the development of the “Voter’s Security Manifesto”, a declaration of 10 key theses that should ensure the conduct of democratic, transparent and legitimate elections only under the condition of guaranteeing the safety of life, data and voting results.

The chairman of the board of the National Association of Lobbyists of Ukraine Oleksiy Shevchuk emphasized that security is not an alternative to democracy, but is a necessary prerequisite for it, therefore the preparation of systemic changes to the legislation will become a priority task of the organization for the next quarter.

Among the main theses of the speech of People’s Deputy Oleksandr Kachura: “We listened to many experts (we are talking about the meeting in the online format of the working group on the preparation of legislative proposals for elections in a special or post-war period, which is headed by the First Deputy Chairman of the Verkhovna Rada Oleksandr Kornienko) on the Constitution, and they all strongly criticized the issue of holding elections during martial law. There was a proposal to generally take out for the dead under a crossed-out question during a special period, a question during martial law, and so on. Because I am convinced that we should talk about the post-war elections.»

People’s deputy Nellie Yakovleva noted that there is currently no definite order of the upcoming elections. She also emphasized that the biggest challenge will remain security, in particular during voting abroad and the participation of the military.

“Even if we are talking about the signing of a security agreement, about our victory or about the circumstances that will allow us to conduct the election process, the issue of security will in any case remain key. There is an ongoing discussion about whether it will be one day of voting, or whether we can afford to hold elections for several days. After all, we all understand that air strikes will not stop even if a security or peace agreement is signed or a ceasefire regime is introduced,” she said.

People’s deputy Oleksandr Fedienko said: “I can now only with my position. My position is based on the fact that there simply cannot be any elections in the current state of affairs. And it is simply impossible to carry out either technologically or physically in any way.”

The association plans to hold expert meetings on a regular basis to produce constructive recommendations for the parliament, taking into account the opinion of experts, civil society and the construction of security recommendations, which should ensure the conduct of democratic, transparent and legitimate elections only under the condition of guaranteeing the safety of lives, data and voting results.
