The average salary in Ukraine in 2025 increased by 8.3% and amounted to 20,787 hryvnias, Danylo Hetmantsev reported. Despite this, almost a million people receive less than the minimum wage, and more than a third of Ukrainians work “in the shadows”. In fact, the labor market shows gradual steps towards the legalization of wages, but reserves for the budget remain significant. According to tax reporting data, the average salary of Ukrainians in 2025 was UAH 20,787, which is 8.3% more than in 2024. “However, this is still 23% less than the State Statistics Service’s figures,” said Danylo Hetmantsev, head of the Verkhovna Rada Committee on Finance, Tax and Customs Policy.

The structure of payments in 2025 looks like this:

  • 964,000 people received less than the minimum wage (up to January 1, 2026 — UAH 8,000);
  • 323,000 people is exactly the minimum;
  • 6.1 million people — more than the minimum wage.

Hetmantsev emphasized that the number of people with wages below the minimum has decreased by 4% compared to 2024 and by 18% in the last two years. During October-November 2025, this indicator decreased by another 15.1% compared to January-September, which is explained by the new law on the minimum wage in retail trade of excise goods.

At the same time, the number of people who were paid the minimum wage increased by 36.8%. This indicates a high percentage of wages “in the shadows” and the need for further legalization of the labor market.

“In 2026, I recommend that tax and law enforcement authorities pay attention to the labor market, which has significant reserves in the amount of budget losses. “Detinization and legalization of salaries will give the state the opportunity to provide the appropriate level of pensions and wages to teachers, doctors and social workers,” said the People’s Deputy.

In fact, the labor market shows minimal positive steps in bringing wages out of the shadows, but the fight against the “shadow economy” continues to be a priority for the state’s development.
