Oleksiy Kuleba, Deputy Prime Minister for Reconstruction of Ukraine – Minister of Development of Communities and Territories of Ukraine, wrote about this in his Telegram channel.
He noted that he took part in the first meeting of the headquarters to eliminate the consequences of Russian shelling of energy facilities in Kyiv. “We focused on priority solutions: acceleration of restoration work, formation of equipment reserves and coordination with international partners. In such conditions, clear interaction of all services and a single plan of action are critical,” Kuleba wrote.
A separate block is the issue of strengthening the protection of energy infrastructure. Together with the Recovery Agency, an agreed plan of measures is being implemented at the identified facilities.
CurfewKuleba noted that on the instructions of the President of Ukraine Volodymyr Zelenskyi, they separately considered the issue of the curfew and the work of the Points of Invincibility.
“I emphasize: the curfew regime is not canceled or revised. At the same time, in the event of long-term heat or electricity blackouts, the state must act flexibly without violating security decisions,” the vice-prime minister emphasized.
He explained that we are talking about possible temporary and point exceptions that will allow: to ensure uninterrupted operation of critical life support facilities; to give people the opportunity to safely reach Points of Invincibility – by analogy with access to shelters; ensure the operation of institutions that officially perform the function of Points of Invincibility.
Such decisions can be made exclusively with the participation of the military command and the Defense Councils, and only where the security situation allows. “There can be no arbitrary decisions on the ground,” Kuleba emphasized.
Points of invincibilityAt the same time, he added, the work of the Points of Invincibility is being strengthened. A nationwide audit is ongoing – more than 10,000 points have already been checked, some of them are being completed.
“We are preparing an updated model with an emphasis on the key Points of Invincibility: round-the-clock work, backup power, stable communication, water and basic conditions for a long-term stay of people, in particular those with limited mobility,” the government official said.
In addition, the mechanisms for supporting the Points of Invincibility based on private facilities are being worked out separately, in particular, compensation for the costs of backup power and fuel. “We already have positive experience in Kharkiv and Odesa. In this direction, we are strengthening cooperation with business,” Kuleba noted.
Zelensky initiated changes to the curfewAs UNIAN reported, Zelenskyi previously said that he instructed the government to prepare a revision of the curfew rules for the period of extremely cold weather.
He noted that people should have maximum opportunities to use support points, and businesses should have opportunities to plan work taking into account the situation in the power system.
Zelenskyi also said that during an energy emergency, the curfew can be lifted for some cities and communities.
