On Wednesday, January 14, the European Commission adopted a package of legislative proposals that will allow Ukraine to receive a loan of 90 billion euros from the European Union to meet its financial and military needs in 2026 and 2027.

Details: Von der Leyen presented the European Commission’s plans to provide Ukraine with EUR 90 billion in aid over the next two years.

“We all seek peace for Ukraine, and for this Ukraine must be in a position of strength. That is why in the fall we reached an agreement that we will cover Ukraine’s financial needs – both military and budgetary – for 2026 and 2027. Accordingly, in December the European Council agreed to support Ukraine with stable and predictable funding. And this morning in the Commission we adopted a legislative proposal to implement this agreement. We will provide Ukraine with a loan of 90 billion euros for 2026 and 2027,” von der Leyen said.

She reminded that the provision of funds will be carried out “within enhanced cooperation, i.e. with the participation of 24 out of 27 member states.”

“This proposal provides for the distribution of 90 billion euros into two parts. One third, i.e. 30 billion euros, will go to budget support. Two thirds of 90 billion will go to military support, amounting to 60 billion euros,” said the President of the European Commission.

The legislative package, presented on January 14, consists of:

1. A new proposal to create a loan to support Ukraine (on the basis of Article 212 of the TFEU) in the amount of EUR 90 billion.

2. A new proposal to amend the Regulation on the Ukraine Facility (on the basis of Article 212 of the TFEU) as one of the instruments for the implementation of budget assistance to Ukraine.

3. A new proposal to amend the Regulation on the Multiannual Financial Framework (on the basis of Article 312 of the TFEU) to allow coverage of the loan to Ukraine at the expense of the “budgetary reserve” (headroom) of the EU budget.

We will remind, December 18-19 The European Council made a decision provide Ukraine with a loan in the amount of EUR 90 billion for 2026-2027 from EU borrowings on the capital markets, secured by EU budget reserves based on the mechanism of enhanced cooperation with Ukraine.

Hungary, Slovakia and the Czech Republic did not commit to this scheme, but refused to participate in it.

On December 22, the European Commission adopted a proposal regarding the decision of the Council of the EU, which allows enhanced cooperation with Ukraine – the first step towards obtaining credit funds. Currently, after the agreement of the EU ambassadors in Brussels, the draft decision of the Council of the EU “On granting permission for extended cooperation regarding the establishment of a loan for Ukraine” sent to the European Parliament for approvalwhich may take place as early as next week.

It is expected that the first payment to Ukraine as part of the loan will be implemented no later than the second quarter of 2026.
