The President of Ukraine, Volodymyr Zelenskyi, instructed the Ministry of Defense to create a comprehensive deterrence system capable of stopping the enemy in the air and on land, as well as strengthening asymmetric and cyber strikes. The goal is to make the war prohibitively expensive and unaffordable for Russia.
As the Ukrinform correspondent reports, Mykhailo Fedorov announced this during a speech in the Verkhovna Rada before the vote on the appointment of the Minister of Defense.
“Our goal is to change the system, carry out army reform, improve front-line infrastructure, root out lies and corruption, make leadership and trust a new culture. So that people who give a real result receive a reward and the opportunity to grow further. The president set a clear task to build a system capable of stopping the enemy in the sky, advancing on the ground, intensifying asymmetric and cyber attacks on the enemy and its economy, making the price of war for Russia such that it simply cannot bear. To stop the enemy by force,” Fedorov emphasized.
He noted that he plans to start work in the information and cognitive domain and counter Russian propaganda, in particular on the enemy’s territory.
“Our strategy has already resulted in the enemy losing 35,000 Russians in December. These are verified losses. There is a specific video for each lesion. We launched a market for interceptors that shoot down tens of percent of all Shaheds. We are already destroying the Russians at sea and at their own airfields,” he said.
Fedorov recalled that Ukraine was the first in the world to create drone-assault units, one of which was the strike force for the recent de-occupation of Kupyansk.
He noted that artificial intelligence has already become an ally of Ukraine in the war, and the Ukrainian military is moving towards full autonomy on the battlefield: from machine vision and data analytics to swarms of drones.
“Our ambitious goal is to make Ukraine the first country in the world that will be able to predict and neutralize enemy attacks with the help of artificial intelligence. And many other things that we cannot talk about publicly today,” the minister said.
He added that solving the issue of effective organization will make it possible to make 100% use of the technological talent of Ukrainians and achieve all the goals of the war.
Also, the Minister of Defense plans to destroy the enemy as efficiently as possible with the help of robots in order to protect the lives of Ukrainian soldiers.
“More robots – fewer casualties, more technology – fewer casualties. The lives of Ukrainian heroes are the highest value. We have no right to decisions that cost the lives of our heroes,” Fedorov emphasized.
During his speech in the Verkhovna Rada, Fedorov also emphasized that it is necessary to quickly change the system of training Ukrainian military personnel.
“Quality training means reducing losses and increasing efficiency. The problem of TCC cannot be ignored. After a comprehensive audit, we will offer a systemic solution to solve the problems accumulated over the years and at the same time preserve the defense capability of our country. Everything has to be data-driven – that’s my priority. We will measure the effectiveness of everything. We must scale the strong and help grow those who are really ready for it and work for the result. Access to development opportunities should be equal for all. Therefore, one of the first decisions in the position of the Minister of Defense will be to ensure the basic level of manning of brigades with drones, which is definitely lacking. This will increase the predictability and quality of planning,” the minister promised.
