About 500 high-rise buildings remain without heating in Kyiv, Mayor Vitaliy Klitschko announced on January 13.

He also noted that after today’s Russian shelling in the capital of Ukraine, there was an “even greater shortage of electricity.” “Even to provide critical infrastructure. Energy workers are working. But the situation is extremely difficult,” Klitschko wrote in a telegram.

The Kyiv City State Administration reported that due to the consequences of Russian shelling and a difficult situation in the power system, the movement of ground electric transport on the right bank of Kyiv was temporarily stopped. The movement of trams and trolleybuses on the right bank is duplicated by buses, the KMDA added.

On the night of January 13, Russian troops carried out another massive missile-drone attack on the energy infrastructure of a number of regions of Ukraine.

According to the Ministry of Energy, as a result of shelling on the morning of January 13, consumers in Kyiv, Kyiv, Odesa, Kharkiv, Dnipropetrovsk, Donetsk, Chernihiv and Zaporizhia regions were cut off. Hourly shutdown schedules are in effect in all regions of Ukraine. And in Kyiv and the Kyiv region, emergency blackouts are used, their duration can be affected by a significant drop in air temperature, the Ministry of Energy says.

DTEK reported damage to its thermal power plant. The authorities, in particular, of Dnipropetrovsk Oblast, Odesa Oblast and Zhytomyr Oblast reported damage to infrastructure.

Since the beginning of the full-scale invasion in February 2022, Russia has been striking Ukraine’s energy infrastructure. Since the beginning of the fall of 2025, Russian forces have intensified their attacks on the Ukrainian energy industry. According to the Ministry of Energy, as of December 12, the Russian military has attacked Ukraine’s energy infrastructure 4,500 times since the beginning of 2025.

Recently, a particularly difficult situation with energy supply has developed on the left bank of Kyiv and nearby areas of Kyiv region, where emergency shutdowns continue after the Russian attack on January 9, and the usual schedule can look like this – four hours with light, 12 hours without electricity. The mayor of Kyiv reported that this Russian attack was the most painful for the city’s critical infrastructure. According to the Ministry of Energy, on the morning of January 9, more than 500,000 consumers were cut off in Kyiv and the Kyiv region.
