So at that time, few people knew that in the state there is an actual duplication of functions between the Cabinet of Ministers and the profile deputies of the head of the OP. When Yermak had to leave his office on Bankova, the built-in conflict of functions simply could not fail to manifest itself, it was only a matter of time. The search for candidates for the positions of OVA heads became the first process where former members of the “single vertical” began to compete for the right to do their work.”

Details: Formally, the deputy prime minister for recovery Kulebaand the deputy head of the Office of the President Nikita were responsible for working with the regions under the patronage of the ex-head of the OP.

Details: Obviously, the vice-premier does not want to lose his influence on decision-making, so he tried to get involved in the process of selecting candidates for the positions of OVA heads.
“Everything was ridiculous and even absurd. Nikita scheduled initial interviews for the candidates at the OP. Later, the same people were called from the Ministry of Regions apparatus and scheduled meetings with Kuleba in the government – on the same days, and sometimes at the same time. The candidates are in shock, because they did not understand what to do and where to go,” – one of the influential people’s deputies from “Servant of the People” tells UP off the record.
In the end, the deputy head of the Office pressed the situation: Nikita compiled a shortlist of candidates and took them to meetings with the president. However, none of the five appointed to the OVA can be called a “Man of Nikita”.
