The consultant of the Council is being investigated because of possible connections with the Russian Federation

The apparatus of the Verkhovna Rada appointed an official inspection of the chief scientific expert consultant Yana Salmina after a journalistic investigation. The apparatus of the Verkhovna Rada appointed an official inspection of the chief scientific expert consultant Yana Salmina after a journalistic investigation. According to journalists, before starting work in the parliament, she could receive grants from Russia and have connections with Russian state structures.

This is reported by the “Scheme” investigation (Radio Liberty).

As the journalists reported, before entering the civil service in the apparatus of the Verkhovna Rada, Salmina cooperated for several years with the Russian state organization “Pravfond”, which was created by decree of the ruler of the Russian Federation Putin to finance projects of the so-called “protection of compatriots abroad”. Since 2023, “Pravfond” has been under the sanctions of the European Union.

According to “Scheme”, from 2012 to 2016, Salmina through public organizations, in particular “Russian-Speaking Ukraine” and “Minority Rights Center”, attracted funds from the Russian Federation for the implementation of projects aimed at promoting narratives about the need to “protect Russian speakers” in Ukraine. Within these programs, public events were organized and analytical materials were prepared, which were distributed among diplomats and international organizations.

The journalists also established that Salmina traveled to Moscow for meetings with the curators of Pravfond already after the beginning of the Russian aggression against Ukraine. In addition, according to the investigation, her father is a citizen of Russia and works at enterprises of the military-industrial complex of the Russian Federation, and also owns an apartment in Kyiv, where the civil servant herself lives.

After the journalists’ appeal, the Apparatus of the Verkhovna Rada announced the start of an internal audit and sent the materials to the Security Service of Ukraine and the National Agency for the Prevention of Corruption. The parliament noted that they will study the facts stated in the investigation within the competence of the relevant bodies.

Salmina herself refused to comment on the data provided by journalists.

The main scientific and expert department, where Salmina works, prepares mandatory conclusions for draft laws. According to Schem’s calculations, since 2019 she has personally or co-authored more than 250 expert opinions, including for relevant parliamentary committees, including the National Security, Defense and Intelligence Committee.
