Svyridenko is urged not to introduce VAT for the FOP – two petitions have appeared

On the platform of electronic petitions, since December 30, the collection of votes for the cancellation of the proposal of the Ministry of Finance, concerning introduction of mandatory registration as VAT payers from January 1, 2027 for subjects of the simplified taxation system, whose annual income exceeds UAH 1 million, as well as for the revision of agreements with the IMF regarding the preservation of the conditions of the simplified taxation system. There are currently two petitions, one with 12,000 votes and the other with 9,025 of the 25,000 required.

“We, citizens of Ukraine – entrepreneurs, self-employed persons, workers of micro and small businesses, as well as clients, appeal to the Cabinet of Ministers of Ukraine with a demand to prevent the introduction of mandatory registration of individual entrepreneurs as VAT payers as a general measure within the framework of the “update” of the simplified taxation system,” writes the author of the petition Oleksandr Chumak and provides an extensive list of negative consequences of the introduction of VAT.

The author of another petition, Vladyslav Orlov, sees adverse political consequences in the introduction of VAT.

“The main point of the pre-election program of the pro-government party was to ensure unchanged conditions for the implementation of business activities for individual entrepreneurs. However, the agreement in the framework of international negotiations of obligations regarding the mandatory registration of FOP by VAT payers nullifies these statements, discredits all promises and guarantees, and also destroys trust in any subsequent initiatives of the government. The inconsistency of state policy is no less risky than the absence of reforms, therefore that this reduces the motivation to work officially and plan activities for a long period”, – writes Vladyslav Orlov.

In addition, the author reminds that similar laws regarding the introduction of VAT for self-employed citizens were recently adopted in Russia. In this context, the introduction or approval of actions that effectively cancel the simplified taxation system, even with a formal reference to international obligations, is perceived by society as a movement in a similar direction to the aggressor state.

The Ministry of Finance has doubts about the correctness of its decision On December 15, 2025, the Ministry of Finance of Ukraine officially announced that it does not have calculations and modeling of the economic consequences of the likely introduction of mandatory VAT registration for individual entrepreneurs (PPOs) operating on a simplified system. This was announced by the head of the Association of Private Employers Oleksandr Chumak, referring to the answer received from the Ministry of Finance to the Association’s request.

And on December 18, the Ministry of Finance of Ukraine released for public discussion a draft law aimed at improving VAT administration for single tax payers. The text of the draft law, an explanatory note and an analysis of the regulatory impact are posted in the section “Drafts of regulatory acts for discussion in 2025” on the website of the Ministry of Finance.

As the Informant informed, the Verkhovna Rada will not consider the issue of introducing VAT for individual entrepreneurs. On December 2, People’s Deputy Ihor Fries (“Servant of the People”) announced this on his Facebook page, based on the results of the faction’s discussion of this issue. People’s deputy noted that it is necessary to look for funds not in the wallets of entrepreneurs. The places are known to everyone, he hinted at the recent high-profile corruption incidents.
