The President of Ukraine signed a decree on the appointment of Vitaly Dyakivnych as the head of the Poltava Regional State Administration.

The corresponding document was published on the official website of the head of state on January 8, 2026. In this position, Dyakivnych replaced Volodymyr Kogut, who headed the region earlier. The new head of the region has considerable experience in the system of local self-government and military administration of the Poltava region.

Prior to this appointment, Vitaliy Dyakivnych held the position of the head of the Myrhorod District Military Administration from the beginning of 2023, and even earlier he worked as the first deputy head of the same RVA. He holds a master’s degree in public management and administration, as well as a deputy of the Dykan settlement council. For his activities, Dyakivnych received the state award “For the Defense of Ukraine” and a departmental award from the command of the Air Forces of the Armed Forces of Ukraine for the assistance of the army.

Personnel changes in the Poltava OVA are part of a wider rotation of regional leaders at the beginning of 2026, which also affected the Dnipropetrovsk region. The main tasks for the new head of Poltava Oblast are to strengthen the region’s defense capacity, support the energy infrastructure in the face of attacks from the Russian Federation, and implement programs to help veterans. The local community expects the new leader to maintain stability in the agricultural sector, which is key to the region’s economy.

Earlier, the President of Ukraine, Volodymyr Zelenskyi, announced the change of heads of the Vinnytsia, Dnipropetrovsk, Poltava, Ternopil, and Chernivtsi regional military administrations.

The President announced other key personnel decisions. From now on, the Office of the President of Ukraine is headed by Kyrylo Budanov, who until that moment was in charge of military intelligence. Oleh Ivashchenko, former head of the Foreign Intelligence Service, has been appointed to the position of head of the Ministry of Internal Affairs and Communications. Zelensky emphasized that such changes should make Ukraine more stable in 2026 and ensure a new level of coordination between security and political institutions.

Zelensky also offered the Minister of Digital Transformation Mykhailo Fedorov the post of Minister of Defense of Ukraine.
