According to Deputy Prime Minister for Reconstruction – Minister of Community Development Oleksiy Kuleba, an important task of the ministry is the physical protection of a number of energy facilities that are regularly under fire from the Russian Armed Forces.
The Ministry of Development of Communities and Territories, whose functions unite three ministries that were previously separate entities – the Ministry of Infrastructure, Regional Development, Reintegration of Temporarily Occupied Territories and Reconstruction, also takes care of solving issues of protection of energy facilities on a daily basis. Deputy Prime Minister for Reconstruction – Minister of Community Development Oleksiy Kuleba told about this in an interview with the publication “Economichna Pravda”.
According to him, the direction in which the Deputy Prime Minister and the Ministry of Development of Communities and Territories are engaged is exclusively the physical protection of individual energy facilities.
“This is the practice of the end of 2022, maybe the beginning of 2023, when the Recovery Agency, which is also under the responsibility and coordination of our ministry, began to build the first facilities of large substations, the owner of which is the Ministry of Energy. But the Recovery Agency entered these facilities as a support function, a large contractor. So today we have this part that was started in 2023. And how you know, a decision was made in October that the Recovery Agency will also build protection for additional 125 elements,” Oleksiy Kuleba said.
He added that one of the main tasks of the Ministry of Development is to build certain structures, to make them withstand the level of Shahed’s attack. In order to resolve issues related to the protection of energy, the government created a special coordination headquarters, within which representatives of the Ministry of Community Development and the Deputy Prime Minister himself work.
“Why was the coordination headquarters created? Because we had very tight deadlines and a large number of subjects involved in this process: from the military, the State Emergency Service, the Ministry of Internal Affairs to business entities. That is, there are a huge number of people. Of course, it is more clear to me when they are all in one place and we can coordinate activities. Our coordination headquarters includes both the deputy minister of energy and the director of Ukrenergo. They constantly come to all meetings and we we spend together,” Deputy Prime Minister Oleksiy Kuleba said in an interview.
It was previously reported that the protection provided in Ukraine about 100 times helped to avoid critical consequences for the energy infrastructure.
We will remind you that almost 600 cogeneration plants, about 400 block-modular boiler plants and 28 gas turbine plants were brought in to meet the needs of the utility sector in Ukraine.
