A cottage “for 239 thousand” and a Porsche: Hromadske checked the fortunes of the family of the former head of the BEB and prosecutor Kuterga

Details: According to the investigation, in July 2024, the exhibitor’s wife Anastasia Kuterga official purchased a plot of land with an area of ​​6.5 acres in the Piedmont eco Village cottage town in Pidigirtsy near Kyiv. The publication claims that this plot officially cost 239,353 hryvnias.

However, the value of the plot is not indicated in Maxim Kuterga’s declaration, because “the family member did not provide information.” Also, the area of ​​the “uncompleted” estate on this site is not specified.

Journalists compared the cadastral number with the master plan of the developer and arrived at the site and saw a building already erected on the site, although in the documents it is allegedly not yet put into operation, and in the declaration it appears as an object of unfinished construction.

According to the plan of the cottage town, an already erected house is, most likely, cottageunder the name “Etna”. 170 square meters. There are two floors, three bedrooms, two dressing rooms, an office and a terrace.

The material also states that in the declaration for 2024, the family had a 2019 Porsche car purchased by Kuterga’s wife in April 2024. The value of the car is not disclosed in the declaration, as the price of the property is hidden; at the same time, the journalists noted that now the wife is selling this car for 64 thousand dollars, which is equivalent to about 2.7 million hryvnias.

Separately, hromadske drew attention to the sale of an apartment by Kuterga’s wife in July 2024 for more than 2.5 million hryvnias and to a discrepancy in the buyer’s surname in the documents, due to which, as the authors note, the identity of the buyer had to be clarified.

Serhii Mytkalyk, the deputy head of the public council at the NAKC, quoted by the publication, suggested that the mistake in the surname may not be accidental and complicate the comparison of data during inspections. The material also cites the assessment of realtor Oleksiy Hnuchih, who suggested that underestimating the value in documents may be a common practice to reduce tax payments, and stated that if we are talking about a plot and a house in this format, the price can start at $250,000 and above.

Journalists estimated that during 2024 the family could acquire property with a market value of about $325,000, and noted that it is difficult to compare this with the family’s income. The material says that for 2024, Maksym Kuterga received 1.2 million hryvnias in salary, his wife – about 1.67 million hryvnias of income from entrepreneurial activities and an additional 2.7 million hryvnias from the sale of property.

At the same time, the prosecutor’s office, as hromadske writes, explained the purchase of the plot and the construction of the cottage with the wife’s income from entrepreneurship, noting that this was also reflected in the declaration. At the same time, the authors of the material emphasized that the wife opened the FOP only in July 2024.

The investigation also describes the career of Maksym Kuterga and reminds that he joined BEB in 2022, later headed the territorial administration in the Kyiv region, was the deputy director of the bureau, and in the spring of 2025 he served as director for less than a month. From September 18, 2025, he was appointed deputy head of the Khmelnytskyi Regional Prosecutor’s Office.

In addition, the journalists mention his work in the bar association and cite Mytkalik’s comment that Kuterga was linked to Oleg Tatarov, the deputy head of the President’s Office, in the media during the competition for the head of the BEB.

According to journalists, Nataliya Suntsova, who was not previously engaged in business, in 2019 purchased property rights to a townhouse with an area of ​​113 square meters in the cottage town “Nova Koncha-Zaspa” in Khodosivka, Kyiv region.

“A townhouse of 113 square meters in Khodosivka, according to my estimates, can cost from 1,200-1,300 dollars per square meter, that is, about 150,000 dollars. If even minimal repair work is done, the price increases. In 2019, the order of prices was similar, with a possible error of up to 20% in the downward direction,” – said realtor Oleksiy Gnuchih.

In 2020, Anastasia Kuterga’s mother bought a 41 square meter apartment in the Comfort Town residential complex. In 2024, she bought another apartment – 48 square meters in the “Zarechni” residential complex on the banks of the Dnieper.

Separately, hromadske provides a biography of Anastasia Kuterga’s father – Igor Suntsov. In 2013–2015, he worked as the first deputy general director of the Kharkiv State Aviation Production Enterprise, and later served as the general director. Later, he was charged with abuse of office and embezzlement of property in particularly large amounts.

The investigation established that during 2013-2015, the official ensured that the state enterprise transferred 553.24 thousand euros and more than 1.93 million dollars to a commercial company for alleged agency services during the sale of military goods abroad. According to detectives, these services were not actually provided.

As a result, the company suffered losses of almost 30 million hryvnias. In 2021, NABU and SAP informed Ihor Suntsov in absentia about the suspicion and declared him wanted. Later, he was also charged with embezzlement of more than 6 million hryvnias and drawing up obviously false official documents. In July 2024, the SAP referred the indictment in this case to the court.

According to journalists, in 2021, Suntsov left for Russia, where he worked as the head of the production and design department of JSC Borysfen, which is engaged in the maintenance and repair of aircraft engines.

In May 2022, he assumed the position of “deputy head for infrastructure” of the occupation administration of the Zaporizhia region. In the future, Suntsov performed the same functions as the deputy head of the occupation “government” for the development of infrastructure and the fuel and energy complex, which is headed by Yevhen Balytskyi. He also joined the party of the leader of the Russian Federation Vladimir Putin – “Edynaya Russia”.

Zaporizhzhia Communarsky District Court found Ihor Suntsov guilty of collaboration and sentenced him to eight years of imprisonment with confiscation of property.

At the same time, the prosecutor’s office informed journalists that Kuterga’s wife has not been in contact with her father for a long time, and the official himself is not familiar with him.
