The government decided to extend restrictions on the export of certain types of raw materials by introducing a licensing and quota regime.

First of all, the restrictions concern scrap metal, which is needed by Ukrainian metallurgical and machine-building enterprises for the production of products for defense, reconstruction and the domestic market. Recycling of scrap metal within the country allows creating jobs, providing tax revenue and manufacturing products with high added value.
Restrictions on the export of raw wood are also maintained. The reasons are a reduction in the volume of logging due to the war and an increase in domestic demand for wood for heating, housing reconstruction, the work of woodworking enterprises, and the needs of the Armed Forces.
“During the war, it is important that strategic resources work for the country, and not be exported abroad. Licensing and quotas make it possible to direct scrap metal and wood to the needs of Ukrainian production, defense and reconstruction. This means jobs, taxes and finished products in Ukraine,” Deputy Minister of Economy, Environment and Agriculture Vitaly Kindrativ emphasized.
The government’s decision aims to preserve strategic resources in the state, support national production and reduce dependence on imports. According to the Ministry of Economy, the export of ferrous metal scrap from Ukraine for January-November 2025 increased by 45.3% year-on-year to 380.16 thousand tons, which has already exceeded the figure for the whole of 2024.
At the same time, the state receives minimal revenues from exports: it was previously reported that the state budget received only 104 hryvnias from a ton of scrap. Exports in the amount of UAH 3.2 billion brought taxes of only UAH 4.6 million, and most traders paid minimum wages and showed only part of the revenue.
The Cabinet of Ministers of Ukraine decided on a zero export quota for scrap metal and strategic raw materials for the metallurgical industry for 2026.
