At the same time, by decree No. 3/2026, the president dismissed Budanov from the post of head of the State Administration of Ukraine / photo – Getty ImagesThe President of Ukraine, Volodymyr Zelenskyi, signed Decree No. 5/2026 on the appointment of Kyryll Budanov as the head of the Office of the President of Ukraine. The text of the decree appeared on the website of the President of Ukraine on January 2.
“To appoint Budanov Kyryl Oleksiyovych as the head of the Office of the President of Ukraine,” the text of the decree reads.
At the same time, by decree No. 3/2026, the president dismissed Budanov from the position of head of the Main Directorate of Intelligence of the Ministry of Defense of Ukraine.
In addition, by Decree No. 6/2026, the President dismissed Oleg Ivashchenko from the post of Head of the Foreign Intelligence Service of Ukraine. And by decree No. 7/2026, he was appointed the head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine.

As for Oleg Ivashchenko, the president thanked him for his work in the direction of reducing Russia’s economic potential before his dismissal from the position of Head of the Foreign Intelligence Service.
