As of January 1, 2026, the bail amounts were distributed according to the role of each person involved in the corruption scheme: 40 million hryvnias were assigned to Yuri Kisel, 30 million hryvnias to Ihor Negulevsky, 20 million hryvnias to Yevgeny Pyvovarov and Mykhailo Laba, and 16.6 million hryvnias to Olga Savchenko. In addition to financial obligations, all suspects were required to wear electronic control bracelets and hand over their foreign passports to law enforcement agencies.

The NABU and SAP investigation, which was carried out with the help of an “undercover” special operation, exposed a hierarchical criminal group that had been active in the parliament since at least 2021. According to the investigation, the coordination of bought votes took place through a closed chat in the WhatsApp messenger, where deputies received direct instructions for which bills to press the “for” or “against” buttons. The cost of one vote ranged from US$2,000 to US$20,000, depending on the importance of the document and the MP’s position, and payments were usually made every Thursday at the beginning of each month at the office of one of the scheme’s organizers.

In the case files, it was recorded that only in the last months of 2025, one of the group members received more than $145,000 for further distribution among colleagues for “effective voting.” Deputies who have been placed under preventive measures are accused of accepting illegal benefits in particularly large amounts, but most of them flatly deny their guilt and plan to appeal the court’s decision. The exposure of such a large-scale network within the ruling faction became one of the most high-profile anti-corruption investigations of the beginning of 2026, which calls into question the legitimacy of a number of previously adopted decisions.

Hfysit NABU and SAP reported the suspicion of members of an organized criminal group that operated in the Verkhovna Rada of Ukraine and ensured that people’s deputies received bribes for the “necessary” vote. Among the suspects are 5 people’s deputies of Ukraine.

According to Ukrainian Pravda sources, as part of the investigation of an organized criminal group, people’s deputies from “Servant of the People” Evgeny Pyvovarov, Ihor Negulevskyi, Olga Savchenko and Yurii Kisiel received suspicions. Other suspicions are also possible. According to sources, Yuriy Koryavchenkov (Yuzik) allegedly left Ukraine, but the faction denies this.
