The National Police of Ukraine exposed a large-scale embezzlement scheme involving the Darnytsia company, one of the leaders of the pharmaceutical market.

According to the investigation, the manufacturer artificially inflated the prices of medicines purchased by state medical institutions several times compared to their real cost price. As “Insider” reports, law enforcement officers conducted searches back in July 2024, during which they seized internal documentation confirming the systematic manipulation of the cost of drugs during the war.
The scheme was implemented through the collusion of “Darnytsia” with the large distributor “Volynfarm”. The mechanism provided for the declaration in the official state register of the highest so-called “hospital price” at which hospitals and military hospitals are obliged to hold tenders. At the same time, the distributor received a hidden discount of 10% from the manufacturer, which allowed companies to accumulate excess profits at the expense of the state budget. Such actions took place against the background of official reports of the Ministry of Health about the successful reduction of prices for popular medicines in accordance with the decision of the National Security Council.
The revealed facts call into question the transparency of public procurement in the medical field and the effectiveness of price control by the Ministry of Health. Although Minister Viktor Lyashko previously reported on the 30% reduction in the price of one hundred of the most popular drugs, the investigation points to reverse processes in the segment of hospital supplies. Currently, the examination of the seized documents is underway to determine the exact amount of the damages, and those involved in the case face liability under the article on the appropriation and embezzlement of property in particularly large amounts.
Earlier, the Pharmacy Professional Association of Ukraine called on the Antimonopoly Committee to conduct an objective study of the situation with the decline in sales of medicines.
AMCU has also started proceedings against five large pharmacy chains.
