“First of all, we all want the war to end, and then the effect of martial law will end. And that’s the only way. But the end of martial law will be at the moment when security guarantees appear in Ukraine. Without security guarantees, this war will not really end, we will not be able to admit that it is over, because there may be a risk of repeated aggression with such a neighbor.”

Clarifying which security guarantees are meant, Zelenskyi said: monitoring of partners and their presence.

The head of state added that the term “end of the war” will also be influenced by the understanding and position of the command of the Ukrainian army. “They should say that the entire infrastructure of the country is ready to abolish martial law,” Zelenskyi said.
