- December 24 Zelenskyi stated that Ukraine can submit a twenty-point peace agreement for ratification by the parliament or hold an all-Ukrainian referendum, and may also decide to hold elections in the country simultaneously with the referendum. According to the president, a minimum of 60 days and a complete ceasefire for this period are needed to hold the referendum.
- December 28 a meeting between Zelenskyi and Trump took place in Florida. Thereafter a video conference of the two presidents with European leaders took place.
- Trump said that on Sunday he spent “good and very productive” a conversation with the ruler of the Russian Federation Vladimir Putin before his meeting with Zelensky.
- Assistant to the ruler of the Russian Federation, Yuriy Ushakov, said that during this conversation Putin and Trump allegedly agreed that a temporary ceasefire “under the pretext of a referendum” only leads to a prolongation of the conflict.
- Trump said that Russian President Vladimir Putin did not agree to a ceasefire during a possible referendum in Ukraine on the “peace plan”.
