Ukraine and Russia cease fire to repair power transmissions near the ZNPP – IAEA

Today, December 28, 2025, near the temporarily occupied Zaporizhzhia nuclear power plant, restoration work began on the power transmission line connecting the station with the Zaporizhzhia TPP.

IAEA Director General Rafael Grossi confirmed that the repairs were made possible by reaching an agreement on another local ceasefire, which he called a necessary “window of silence”.

Damage to the line due to hostilities on December 15 significantly weakened the stability of the reactor cooling system, forcing the plant to operate under reduced security conditions. A team of international IAEA observers is directly monitoring the recovery process, which, according to preliminary estimates, will last several days depending on the security situation at the site.

Restoring the connection between the distribution substations of the ZNPP and the thermal power plant is key to ensuring a stable external energy supply, as constant shelling by the Russian Federation regularly creates a threat of a complete blackout. Grossi expressed gratitude to both sides for constructive cooperation on this technical issue, stressing that maintaining nuclear security must remain a priority over military action. At the same time, the situation around the facility remains tense due to Russia’s general energy terror against the Ukrainian network, which directly affects the reliability of power supply to nuclear power units. Ukrainian technicians note that the successful completion of these works will increase the flexibility of the site’s electrical configuration and reduce the risk of emergency shutdown of safety systems.

Despite the temporary truce for technical works, the general military activity in the region does not subside, which forces the IAEA to constantly remind about the inadmissibility of firing in the vicinity of strategic nuclear facilities. Previously, such “windows of silence” already allowed the restoration of the Dniprovska and Ferosplavna-1 backup lines, but each new Russian attack on infrastructure nullifies these achievements, putting the world on the brink of a radiation disaster. The current repair is considered a critical measure to strengthen the power back of the station before possible new shocks in the winter period. The agency’s experts will remain on site until the connection is fully completed, ensuring independent monitoring of each stage of network restoration.

Previously, Rostechnadzor published a license for the operation of the first power unit of the temporarily occupied Zaporizhzhia nuclear power plant for a period of 10 years.

The Ministry of Energy of Ukraine strongly condemned Russia’s attempts to legitimize the occupation Zaporizhzhia nuclear plant power plant by issuing a so-called “license” for the operation of one of its power units.
