This weekend, the Government will initiate the issuance of the National Cashback in two periods at once – October and November 2025. In general, more 4 million active participants of the program will receive 1.074 billion hryvnias in the form of cashback. This was reported to the Ministry of Economy on December 26.

In particular, payments for October will amount to 550.29 million UAH, for November – 524.02 million UAH. This is one of the largest amounts of payments during the period of the program, which has been promoting the demand of citizens for consumer goods of domestic production for more than a year. In general, since the launch of the program in 2024, the volume of payments has reached 6 billion hryvnias. With the payment of cashback for October and November, the payment plan for the program for this year will be fulfilled in full. Payment for December 2025 will take place on schedule in February 2026. This is due to the peculiarities of the budget process. It is possible to control the accrual of cashback in Diya.

As a reminder, cashback is allowed to be spent on:

  • payment of utility services;
  • postal services;
  • food products of Ukrainian production in stores and supermarkets;
  • domestic medicines and medical products;
  • books and other printed products;
  • charitable contributions – including donations to the Armed Forces and other charitable needs.

How does the program work? Cashback in the amount of 10% is credited for the purchase of 386,000 Ukrainian-made consumer goods registered in the program. In order to receive cashback, these products must be purchased at participating stores. You can check the product on the Made in Ukraine website or using the barcode scanner in the Diya application.

How to join the program? To join the program, a participant must register in the Diya application, choose one of the 20 banks participating in the program and open a National Cashback card in it. When issuing a card, consent to the processing of transactions should be given, and after issuance, check in Action whether the card is correctly selected.

To join the program, sellers and manufacturers must apply for membership on the Diya portal. The point of sale must be on the general taxation system and accept card payments. The manufacturer is on any taxation system.

As the Informant reported, from November 22 the list of goods and services on which it is allowed to spend funds received under the “National Cashback” program was changed. These changes are due to the need to coordinate its work with the state program “Winter Support”. The “National Cashback” program became operational on September 2, 2025. It provides that buyers of goods produced in Ukraine will be able to receive a 10% cashback from the state of the money spent. The received cashback could be used to pay for housing and communal services, transport and mobile communication services, medical care, services of sports clubs, cinemas, theaters, restaurants, bookstores, purchase of insurance policies, military bonds or donations to the Armed Forces. The maximum amount of cashback that can be received per month is 3 thousand hryvnias. The introduction of this program was announced by President Volodymyr Zelensky back in February 2024.
