According to her, teachers’ salaries will be increased in two stages. The first will start in January 2026 — teachers’ salaries will increase by 30%. For this, the state budget has already provided funding for the first eight months of the year. In total, UAH 91.8 billion of educational subvention was distributed between local budgets, and another UAH 21.4 billion was redistributed to ensure an increase without increasing the total costs of the state budget.
The second stage of the increase is planned for September 2026 — teachers’ salaries will increase by another 20%.
In addition, the state financed monthly supplements for teachers who work in difficult conditions. From January to August 2026, more than 409,000 teachers will receive such payments, 25,500 of them in front-line communities. UAH 10.37 billion is provided for these additional payments within the budget of the Ministry of Education and Science.
“School education must be safe and high-quality, even in the face of a full-scale invasion. This is one of the government’s key priorities,” Yulia Svyridenko emphasized. At the same time, the Ministry of Education and Culture continues to update educational programs and implement modern approaches within the framework of the New Ukrainian School. The government emphasizes that financial decisions should directly affect the quality of education, and not just be a formal increase in payments.
A separate direction is the security of educational institutions. The government has updated the procedure for granting subventions for arranging shelters in schools. Now the state will directly finance objects with a readiness of 60%, instead of 40%, as was the case before, without increasing the cost of projects at the expense of the state budget.
Funds for new shelters will be allocated depending on the level of security risks:

for areas with a very high level of risk — 40%;

with high — 35%;

with moderate and satisfactory — 25%.
The share for regions with a moderate and satisfactory level of risk was increased from 10% to 25%.
The government emphasizes that these steps should not only support teachers financially, but also preserve the stability of the education system in wartime conditions and prepare it for post-war recovery.
