From February 2025, the electronic Primary Medical Card (ePMK) and the Victim’s Card have been implemented in the Armed Forces. It’s not just replacing paper forms with digital ones – the new system allows you to accurately record all medical data from the moment of injury to the hospital. It is reported Ministry of Defense of Ukraine.
Why change is needed
For decades, military medicine used paper “form 100”. In combat conditions, paper was often lost, became unreadable, and data could be incomplete. Because of this, doctors did not always know what drugs the wounded had already received, fighters had difficulties proving the injury for payments, and the system could not analyze the effectiveness of medical devices and procedures.
The Ministry of Defense notes: “Transition to an electronic system allows for rapid transfer of medical information, protection of the rights of the wounded and accumulation of data for the improvement of military medicine.”
Victim’s card (form No. 002/о)
This document is filled out immediately at the place of injury.
- Who fills in: a combat medic, a gunner’s orderly, or a comrade.
- What it is: A compact letterhead made of moisture-resistant paper that can be used even in rain or dirty conditions.
- What records: mechanism of injury, critical bleeding, time of tourniquet application, administered drugs (antibiotics, painkillers).
The victim’s card is the primary source. Data from it are later transferred to the electronic system.
Primary medical card (form No. 001/о)
This is the main medical document maintained in the Medical Information System of the Armed Forces of Ukraine (MIS of the Armed Forces of Ukraine).
- Who fills: qualified medical personnel at stabilization points and in advanced surgical units.
- Function: accumulates all data on the patient’s condition, diagnostic results (laboratory, ultrasound, X-ray), surgical interventions.
- Data protection: high level of security, access only to authorized personnel and the patient himself.
- Storage period: 25 years.
As doctors note, the electronic card allows the doctor to find out about drugs, allergies and blood group in a matter of seconds, even if the patient is unconscious.
Advantages of the system
- Minimization of medical errors – the doctor sees all previous interventions.
- Legal protection of the military – records in the ePMK are indisputable evidence of receiving an injury during a combat mission.
- Optimizing the work of doctors – the digital interface allows you to focus on saving lives, and not on paper documentation.
- Improvement of treatment planning and protocols – the system collects data on injuries, effectiveness of tourniquets, drugs and evacuation methods.
Doctors emphasize: “For a combat medic, ePMK is a clear algorithm that does not allow you to forget critical data, and for a surgeon, it is an opportunity to prepare the operating room even before the patient’s arrival.”
Digital medicine today and tomorrow
The implementation of ePMK is a transition from a paper system to digital rescue medicine. The system makes it possible to save lives today thanks to the accuracy of the data and change medicine tomorrow through the analysis of the experience of war. “The electronic system creates a single information field where data work to save lives, not on paper,” the Ministry of Defense emphasizes.
