To partially amend Article 2 of the Decree of the President of Ukraine dated February 24, 2022 No. 72/2022 “On the formation of the Headquarters of the Supreme Commander-in-Chief” (with the following amendments) to include Yevhenii Viktorovych, the first deputy secretary of the National Security and Defense Council of Ukraine, as a member of the Staff of the Supreme Commander-in-Chief of Ukraine.
Details: It is noted that the document enters into force from the day of publication.
What preceded:
- On October 1, he assigned the rank of major general to the deputy chief of the General Staff of the Armed Forces of Ukraine to brigadier general Yevgeny Ostryanskyi.
- On November 22, Zelenskyi signed a decree on the creation of a delegation of Ukraine to participate in the negotiation process with the United States and other international partners, as well as with representatives of the Russian Federation.
- The delegation includes NSDC Secretary Rustem Umyerov and his deputy Yevgeny Ostryanskyi, Head of the State Security Service Kyrylo Budanov, Chief of the General Staff Andriy Hnatov, Head of the SSR Oleg Ivashchenko, First Deputy Minister of Foreign Affairs Serhiy Kyslytsia, Deputy Head of the Security Service of Ukraine Oleksandr Poklad and Yermak adviser Oleksandr Bevz.
Reference: Yevhenii Ostryanskyi – First Deputy Secretary of the National Security Council of Ukraine, Major General. He was born in 1971. He has a military education: Odessa Higher Military United College (1993), National Defense Academy of Ukraine (2001), National Defense University of Ukraine (2012).
He served from platoon commander to senior positions in the General Staff of the Armed Forces, in particular, headed the Main Department of Defense Planning. In May–October 2025, he was deputy chief of the General Staff of the Armed Forces of Ukraine. On October 15, 2025, by presidential decree, he was appointed first deputy secretary of the National Security Council. In the NSDC, he is responsible for the coordination of issues of the security and defense sector and the preparation of meetings of the Headquarters.
