Devon and Cornwall Police said they received a call from the beach in Budley Salterton to reports of a group of people experiencing rough water conditions.
Several people were pulled out of the water and handed over to medics for examination.
However, two men, aged 40 and 60, have not been found and are considered missing.
The police conducted a search, which they stopped at dusk.
Police added that bad weather conditions were announced this week, causing some official and unofficial swims to be cancelled.
Meteorologists warned of wind gusts up to 88-104 km per hour.
