Umerov and Hnatov concluded negotiations in the USA: what is known

In his evening address on December 22, 2025, President Volodymyr Zelenskyi announced the completion of an important stage of the Ukrainian delegation’s negotiations in the United States. According to the head of state, the basic block of documents, which includes 20 points of the future peace plan and a framework agreement on security guarantees, has been fully formed.

Special attention was paid to ensure that the new agreements had a legally binding status and were approved by the US Congress in order to avoid repeating the fate of the Budapest Memorandum.

The Ukrainian group that worked in Miami included Defense Minister Rustem Umyerov and Chief of the General Staff of the Armed Forces Andriy Hnatov. The main part of the work related to the military annexes to the security agreement – currently these documents are 90% completed. They contain classified information about specific volumes of military aid, technical equipment of the 800,000-strong Ukrainian army and mechanisms of protection against repeated aggression, which in their power should imitate the 5th article of the NATO charter.

The President emphasized that the success of the diplomatic process directly depends on the ability of the world to limit the financial resources of the aggressor. Zelensky called the collapse of prices for Russian Urals oil to $34 per barrel one of the most effective tools for forcing the Kremlin to make peace. In his opinion, only a combination of strong sanctions, a decrease in revenues from energy sources and the military strengthening of Ukraine will force the Russian leadership to move to real, not declarative, negotiations.

On the morning of December 23, Rustem Umyerov and Andrii Hnatov will present to the President a detailed report on the results of the meetings with the American side. The delegation is expected to bring answers from the US regarding Russia’s reaction to the proposed points of the peace plan. Zelensky emphasized that although some points are currently kept secret at the request of partners, the joint efforts already look “decent enough” and indicate that the real result of diplomatic efforts is very close.

The peace agreement between Ukraine and Russia is in the final stage, but the President of Finland, Alexander Stubb, emphasized that the last 5% of the negotiations remain the most difficult.

The special envoy of the Kremlin, Kyrylo Dmitriev, left Miami without comment after the negotiations of the delegations Russia and the USA.
