According to Deputy Minister of Energy Roman Andarak, the situation remains particularly difficult in the frontline regions, where daily shelling continues, and energy remains “one of the main targets of the enemy.”
“As a result of damage caused by Russian strikes to generation facilities, transmission and distribution systems, there is still a deficit in the combined energy system,” said the government official.
He added that the system is balanced due to the involvement of all available generation, the import of electricity and the application of schedules of consumer restrictions in all regions.
“We continue to take measures to reduce the duration of outage schedules. We reviewed the lists of critical infrastructure facilities, thanks to which it was possible to release almost 1 GW of capacity. The government set a task for all those involved, without exception, to ensure unconditional implementation of the decision on directing the freed energy resource for the needs of the population by December 24. This is one of the steps that will help to balance the power system and reduce the time of power outages for citizens,” the message reads.

Since the beginning of the fall of 2025, the Russian military has increased its shelling of the Ukrainian energy and gas infrastructure, which supplies people with gas during the heating season.
