Details: “The conclusions of the European Council regarding Ukraine were not signed by two countries – Hungary and Slovakia,” said one of the interlocutors.

It is worth noting that, like Hungary and Slovakia, the Czech Republic achieved the absence of financial obligations regarding the financial support of Ukraine in 2026-2027 in the amount of 90 billion euros. But, unlike Hungary and Slovakia, it has signed with 25 countries the part of the decision that deals with the details of the loan.
We will remind that in 2025 Hungary did not sign any text of the conclusions of the European Council regarding Ukraine as a sign of protest against the EU’s policy of “supporting the war”.
Slovakia did not agree with the Ukrainian part of the conclusions of the summit of EU leaders for the first time.
Prehistory:
- The European Council agreed to provide Ukraine with a loan of EUR 90 billion for 2026-2027 based on EU borrowings on capital markets, secured by EU budget reserves.
- The President of the European Commission emphasized that this loan, which is provided on an interest-free basis, will not become a burden for the budget of Ukraine, and the country should repay it only when it receives reparations.
