Kornienko will head the Verkhovna Rada’s working group on elections and referendum

Oleksandr Kornienko, the first deputy chairman of the Verkhovna Rada, who was also elected as the new chairman of the Servant of the People party on December 17, 2025, confirmed his intention to head a special parliamentary working group. This body, the creation of which was initiated by Davyd Arahamia, will deal with the development of the legislative framework for holding elections and referenda in the post-war period or, under certain conditions, during martial law.

The group will include dozens of specialists, including representatives of all parliamentary factions, the Central Election Commission, relevant ministries and the public sector.

To ensure inclusiveness and transparency of the process, the leadership of the group will be represented by various political forces and specialists in the field of public administration. Oleksandr Kornienko’s deputies will be Olena Kondratyuk, who represents the opposition party “Batkivshchyna”, and Olena Shulyak, who heads the parliamentary committee on the organization of state power. The main goal of the group’s activities is to respond to the requests of international partners, in particular the United States, regarding the possibility of holding elections and defining clear security and legislative criteria for their organization.

The working group will focus on solving a number of complex technical and political problems, which currently do not have a clear legal regulation. The development of voting mechanisms for front-line military personnel, the organization of polling stations for millions of Ukrainians abroad, and ensuring the rights of internally displaced persons are among the priority areas. A separate challenge is the restoration of the electoral infrastructure, as approximately one-third of the voting premises in Ukraine are currently destroyed or damaged as a result of hostilities.

The leadership of the parliament assures that all the work of the group will take place in the most open format, and the results of the discussions will be regularly published for the media. Oleksandr Kornienko emphasized that although there are currently no ready draft laws, work on the concept of post-war elections has been ongoing for a long time at the level of CEC subgroups. This approach should help to find a political consensus between the government and the opposition even before the official start of any election process.

We will remind, on December 17, at the Congress of the “Servant of the People” party, Oleksandr Kornienko was elected as the new head of the police force. He replaced Olena Shuliak, who held this position for two terms.

Kornienko’s return to public leadership may indicate the beginning of the party’s preparation for future political challenges and the need for tighter control over the party vertical.
