Today, December 18, 2025, spontaneous protests took place in various districts of Odesa, during which residents blocked roads. The reason for this step was the critical situation with electricity supply: many houses have been without electricity for several days in a row. People took to the streets to draw attention to the unbearable living conditions caused by the prolonged blackout in residential areas.
Oleg Kiper, the head of the Odesa Regional Military Administration, promptly responded to the events, calling on Odessans to be patient and understand the complexity of the situation. He emphasized that the energy infrastructure of the region has suffered large-scale destruction as a result of targeted Russian attacks.
Repair work on the damaged facilities continues around the clock, but their completion is constantly hampered by repeated shelling and frequent air raids, which force the energy workers to stop restoration activities for their own safety.
To support citizens in this difficult period, the government and energy companies are implementing the following measures:
Unbreakable points continue to function in Odesa, where residents can warm up, recharge mobile devices and access the Internet. Current addresses of these locations are available on the official portal of the city council. In addition, energy companies try to distribute as fairly as possible those limited power limits coming to the city, although the grid remains extremely unstable due to significant overloads during power on.
The situation is exacerbated by difficult weather conditions typical for mid-December, which increases the risk of accidents on local networks. The OVA assures that every case of a long outage is under control, and protests and road closures only complicate the work of emergency services and the logistics of fuel for generators. Citizens are asked not to give in to provocations and to use the resources of the inviolability points until the energy system is fully stabilized.
