The Cabinet of Ministers of Ukraine made an important decision to restore justice and compensate for the damage caused by Russian aggression.
According to Prime Minister Yulia Svyridenko, the rules for submitting applications to the International Register of Losses have been officially updated. From now on, not only citizens, but also legal entities and state authorities of Ukraine have this right.
This update allows businesses and government agencies to record losses related to damage or destruction of critical infrastructure, production facilities, residential facilities, and other property. Applications will be submitted in a convenient digital format through the Action portal, which greatly simplifies the process for affected organizations. According to the head of the government, the technical possibility of submitting such applications will appear on the platform in the near future.
An important stage in the creation of the mechanism of real payments was the establishment of the Compensation Commission, the convention on the creation of which was signed by representatives of 35 states on December 16, 2025. It is this body that will be authorized to consider the applications already registered in the Register and make final decisions regarding the amount and procedure for payment of compensation. As of today, almost 90,000 applications in 14 different categories have already been submitted through Diya, which demonstrates the high level of trust in this international tool.
For individuals, the possibility of submitting applications remains active. They can record the damage caused to their property or health by using a special section in the application or on the portal using the appropriate link.
Previously, the International Register of Damages, created to record losses caused by the aggression of the Russian Federation against Ukraine, opened a new category — now owners and co-owners of non-residential real estate can submit applications for compensation for damage or destruction of such property.
Ukraine is working on opening all 45 categories of the International Register of Losses by the end of 2025.
