The Ministry of Energy states that Russian troops continue to attack power plants, as well as electricity transmission and distribution facilities, which complicates and prolongs the recovery process. At the same time, repair work continues continuously, which allows to keep the situation in the power system under control.
According to the ministry, on the night of December 17, Russian forces attacked the Dnipropetrovsk region, and all consumers were restored.
The department also adds that emergency recovery work is still ongoing in Odesa, which suffered significant damage due to massive attacks on December 13 and 14. As of this morning, about 32,000 subscribers are waiting for the restoration of electricity supply.
Since the beginning of the full-scale invasion in February 2022, Russia has been striking Ukraine’s energy infrastructure. Since the beginning of the fall of 2025, the Russian military has increased its shelling of the Ukrainian energy and gas infrastructure, which supplies people with gas during the heating season.
According to the Ministry of Energy, as of December 12, the Russian military has attacked Ukraine’s energy infrastructure 4,500 times since the beginning of this year.
In Ukraine, due to damage to energy facilities as a result of Russian shelling, hourly blackout schedules and capacity limitation schedules are used for industrial consumers and businesses.
