According to the NYT publication, American and European negotiators worked out drafts of two documents to support Ukraine after the potential achievement of a “peace agreement”.

The NYT reports that US and European officials said the draft security documents were worked out during more than eight hours of intense discussions with Ukrainian President Volodymyr Zelenskyi and other Ukrainian officials in Berlin on Sunday and Monday. Leadership and national security officials from about a dozen European countries, including France, Germany, Italy and Great Britain, took part in the talks.

One of the draft documents sets out general principles. They are, according to two US officials and several European diplomats, a commitment similar to NATO’s Article 5 guarantee, in which all member states pledge to help any country attacked.

Another part of the agreement, which US officials described as a “military-to-military operational document,” contains more detailed information. It explains how US and European forces will work with the Ukrainian military to ensure that Russia does not attempt to retake Ukrainian territory in the coming years.

The NYT adds that none of the draft documents have been made public.

Literally from the NYT publication: “Individuals familiar with the matter said the operational draft of the document contains numerous specific instructions designed to reassure Ukraine in various scenarios of a possible Russian invasion. One US official, who spoke to reporters on the condition of anonymity, said the document is “very specific” on how to prevent further invasions and punish Russia if they occur.”

Details: According to the publication, the primary task is the plan to increase the number of the Armed Forces to a “peacetime level” of 800,000 servicemen with modern equipment and training, so that they would be “a powerful deterrent for Russia.”

NYT notes in the publication: “For comparison, Germany’s army has about 180,000 armed servicemen.”

The creation of such armed forces will require “constant and significant support” of Ukraine, according to a joint statement of the leaders of 10 European countries and high-ranking officials of the European Union.

One European diplomat, according to the NYT, said without elaborating that the document contains “very specific” details about the military equipment that Ukraine needs.

Literally from the NYT publication: “The draft document also details a European-led military force that would assist Ukraine by operating domestically to ensure air and maritime security.

Officials declined to provide specifics on which countries would deploy troops to Ukraine, but Zelenskyi said on Tuesday that several countries had privately pledged to do so.

These troops are expected to be based in western Ukraine, away from the front line, and will serve as an additional means of deterring any future aggression from Russia.”

Details: The draft document, the NYT writes, also details how the U.S. will help detect Russia’s attempts to create “false flag” operations that could give Moscow a reason to resume hostilities. Officials have been saying for years that this is a typical Russian tactic.

What preceded: Minister of Defense Denys Shmyhal, following the results of the 32nd meeting of the Contact Group on Defense of Ukraine (Ramstein format), announced commitments from partners regarding long-term support to Ukraine.

We will remind: The Secretary General of the Council of Europe, Alain Berse, said that a record number of states are ready to sign the convention on the creation of a compensation commission for the compensation of damages caused to Ukraine by the Russian war.

If Russia attacks Ukraine again, the United States will give a military response to the aggressor, said Polish Prime Minister Donald Tusk, who participated in a summit in Berlin on peace in Ukraine.

Prehistory:

  • On December 15, the President of Ukraine Volodymyr Zelenskyi met with a wide range of European leaders in Berlin.
  • Earlier, on December 15, negotiations between the delegations of Ukraine and the USA regarding the “peace plan” took place in Berlin. According to media reports, American negotiators Steve Witkoff and Jared Kushner pressured Ukrainian representatives to give up the part of Donbas under their control.
  • President of Ukraine Volodymyr Zelenskyi said that Ukraine will not recognize Donbas as Russian either de facto or de jure.
