“We have already been made enemies”: Zaluzhnyi on the risks after the war

The former commander-in-chief of the Armed Forces of Ukraine Valery Zaluzhnyi said that without a well-thought-out policy of reintegration of veterans, Ukraine could face serious internal destabilization. The former commander-in-chief of the Armed Forces of Ukraine Valery Zaluzhnyi said that without a well-thought-out policy of reintegration of veterans, Ukraine could face serious internal destabilization. According to him, the combination of economic problems, lack of work and combat experience creates a dangerous ground for conflicts. In the worst case, it may even threaten a civil war. He stated this at the forum “Veterans as a new political subject: rules of interaction for post-war Ukraine.”

Zaluzhny drew attention to the fact that the war is still going on, but veterans are already facing misunderstanding and stigmatization. “Unfortunately, the war is not over yet, and someone has already made us enemies. These are today’s realities,” he said.

According to the former head of the commissar, demobilized military personnel may find themselves in a difficult social trap. The lack of work, housing and opportunities for self-realization, multiplied by combat experience and access to weapons, makes such people particularly vulnerable. “Finding themselves in conditions of a sharp reduction in income and lack of prospects, people with combat experience become vulnerable to provocations and the temptation of easy money,” Zaluzhny emphasized.

He warned that this could lead to an increase in crime and danger on the streets. As an example, the diplomat cited historical parallels. “Both the experience of the Second World War and the war in Afghanistan with its “evil nineties” confirm this,” he noted.

Zaluzhnyi did not rule out the worst scenario – political destabilization and internal conflict. “All this can lead to risks for national security. Well, such, for example, as the civil war,” he said.

According to Zaluzhnyi, the return of veterans to a peaceful life will be one of the key challenges for the state after the war. And the internal stability of the country will depend on how society and the government cope with this task.
